General Counsel at Central Arkansas Water

David Johnson is general counsel at Central Arkansas Water. As general counsel, David drafts new utility policy and board resolutions for consideration by the agency’s seven-member Board of Commissioners, leads the utility’s legislative agenda by drafting and steering the agency’s biennial legislative package, and serves and reports directly to Board of Commissioners and Chief Executive Officer. David guides the utility’s compliance efforts with Arkansas law including the Arkansas Freedom of Information Act and government procurement law and routinely drafts, reviews, and negotiates contracts with the agency’s many vendors. David also represents the utility in litigation.

David was raised in Conway, Arkansas. He attended college at Georgetown University, from which he graduated in 1991. Following several years in federal government service and three years in law school at the University of Arkansas at Fayetteville, David was licensed to practice law. He worked as deputy prosecuting attorney in Pulaski County from 1998 to 2004. He worked in private practice and the nonprofit sector from 2005 to 2015.

From 2005 to 2009, David Johnson represented a portion of Little Rock, Cammack Village, and West Pulaski County as state representative. From 2009 to early 2017, he served two terms in the State Senate. At the legislature, David sponsored legislation to create more green-industry jobs, to discourage predatory lending practices, and to promote stronger children’s dental health policies.
