Erica Kwan is the Director of Assertive Community Treatment (ACT) Services at CASES overseeing 7 ACT teams (3 forensic ACT teams, 1 ATI ACT team, 2 traditional ACT teams, and 1 young adult ACT team), providing mobile mental health treatment in the community to individuals who experience serious mental illness (SMI) and have recent criminal justice involvement. As the Director of ACT Services, Erica supervises the operations of all the ACT teams. She also coordinates with licensing entities and funders such as the Department of Health and Mental Hygiene (DOHMH), Office of Mental Health (OMH), and the Mayor's Office of Criminal Justice (MOCJ). She holds a master’s degree in Mental Health Counseling and is a licensed mental health counselor in the state of New York.

The mission of CASES is to increase the understanding and use of community sanctions that are fair, affordable, and consistent with public safety. CASES serves nearly 4,000 individuals annually in programs lasting anywhere from one day to more than two years. Their programs are aimed at high-need populations, including young people, adults with mental illness, and chronic misdemeanants who are homeless, drug-addicted, or underemployed.
