Raymond Baxter

Chair

Raymond Baxter is an accomplished leader with extensive experience in healthcare and public health policy. Currently serving as Chair and Board Member at the CDC Foundation, as well as Chair and Board Trustee at the Blue Shield of California Foundation, Baxter plays a pivotal role in advancing health initiatives. Additional responsibilities include membership in the National Academy of Medicine's Action Collaborative on Decarbonizing the US Health Sector and co-chairing the Roundtable on Population Health Improvement at The National Academies of Sciences, Engineering, and Medicine. Baxter has held significant positions at Kaiser Permanente, where leadership roles included Senior Vice President and President, and at The Lewin Group as President. Earlier career highlights include directing public health initiatives at the San Francisco Department of Public Health and leading NYC Health + Hospitals. Baxter earned a Doctor of Philosophy in Public and International Affairs from Princeton University.
