Joe Cowan, PE, PMP, is the Vice President and Senior Project Manager at CDM Smith, where they have managed the GDOT Tifton District consultant CEI contract since 2010. Prior to this role, Joe served as the Tifton District Construction Engineer for Georgia DOT from 2001 to 2010.
