John Munoz is an accomplished professional with extensive experience in developing and managing Design-Build and Public-Private Partnership (P3) projects in transportation and water sectors. Currently serving as Vice President and National Alternative Delivery Practice Leader at CDM Smith since November 2013, John has been instrumental in advisory services for the Nevada Department of Transportation since 2018. Previously, John held the position of Deputy Director of Innovative Finance/Debt Management at the Texas Department of Transportation from May 2000 to October 2013, where John oversaw the largest P3 program in the United States and managed substantial debt programs totaling $18 billion to enhance transportation infrastructure. Additionally, John served as Division Administrative Manager, overseeing a division of over 200 employees with a budget exceeding $20 million.
