Joe Melczer

Senior Director, Army Business Development at CDO Technologies, Inc.

Mr. Joe Melczer joined CDO Technologies in 2017 as Senior Director for Army-related activities. He is responsible for leveraging his relationships within the Army’s Command, Control, Communications and Computing – Intelligence, Surveillance, Reconnaissance (C4ISR ) sector as well as across all Army organizations in developing new business opportunities. He especially is focused on driving business activities associated with the Army’s strategic contracting vehicle for professional services, RS3. This $37.4B IDIQ may be used by all U.S. government agencies that have a C4ISR Mission, foreign or domestic. It is expected to be a core prime contract vehicle for CDO Technologies going forward.

Prior to joining CDO, Mr. Melczer was engaged in planning and strategic consulting for companies interested in obtaining a Prime position on the ARMY’s, CECOM Software Engineering Center SSES NexGen IDIQ contract. This $7B IDIQ is used to acquire software and system sustainment for hundreds of different types of Army systems that support requirements around the world. His experience as the Director of the Software and Systems Solutions Division of Adams Communication and Engineering Technologies (ACET) was the source of his expertise in this area. While at ACET he was responsible for the Division’s new business development as well as operationally responsible for the significant work it was doing under SSES NexGen in supporting critical Army acquisition systems, managing the website for Army Housing services, and hosting systems in support of the Defense Commissary Agency.

Mr. Melczer has had an extensive and highly successful career in sales and business development in the technology area, both in the commercial as well as government sectors. His career has included growth with outstanding results at companies like Xerox, Digital Equipment Corporation, DRS Technical Services, and CACI. His results have always exceeded expectations, including being named Top Performer in North America while at DEC.

Joe is a member of the Industrial Representatives Association, the Armed Forces Communications and Electronics Association, and The Association of the United States Army. He is a graduate of The College of New Jersey with a Bachelor of Science degree in Business Management.
