Ellen Foley began their work experience in 2013 as a Training Specialist at The Research Foundation for SUNY. Ellen later became the Senior Assistant Director for the National Partnerships and Operations division. In 2018, they worked as an Administrative Assistant at the Crohn's & Colitis Foundation. Since 2019, Ellen has been with CDPHP, starting as a Workforce Management Analyst and eventually becoming a Supervisor for Member Services. Currently, they hold the role of Team Lead for Workforce Management Analyst at CDPHP.

Ellen Foley pursued their education in a chronological manner. From 1987 to 1989, they attended Hudson Valley Community College, where they obtained an Associate of Arts (A.A.) degree in Liberal Arts and Sciences/Liberal Studies. Following this, they enrolled at the State University of New York at Plattsburgh from 1989 to 1991, earning a Bachelor of Arts (B.A.) degree in Mathematics. Apart from their formal education, Ellen Foley also acquired additional certifications. In December 2020, they completed the "Public Speaking Foundations" course from LinkedIn. Furthermore, in May 2023, they successfully graduated from the "#Leadwell Program" offered by Bishop House Consulting.
