Justin DSilva, EMBA, MS, is an experienced leader in project management and portfolio governance with a career spanning over three decades. Currently serving as Vice President of the Enterprise PMO at CDPHP since 2020, Justin has optimized PMO performance within a complex environment of 400 personnel. Prior roles include Director of Portfolio Management at Express Scripts, where Justin launched Medco’s inaugural Program Management Office and achieved significant cost savings through clinical intervention strategies.
