Luis Crouch

Luis Crouch is a retired Emeritus Senior Economist at the International Development Group (IDG) of RTI International (RTI). Previously he was Team Coordinator, Global Good Practices Group, at the Global Partnership for Education (GPE) and was also the Lead Education Economist at the World Bank. The Good Practices Group is in charge of monitoring and evaluation the GPE, promoting good practices access to education and improved learning outcomes.

He is a recognized international leader in providing high-level advice to governments involved in complex educational systems change having worked closely with governments advising on reform processes, including South Africa’s funding reforms and more recently Egypt’s decentralization reforms. He has worked in more than 25 countries in a 30-year career in development and is the author of reports, technical papers, and books. Luis studied Agricultural Economics at the University of Berkeley.
