Emma Fraser

Emma Fraser is currently the Director of Operations: Growth, Permitting and Monitoring at the Environment Agency, where they lead a team of 1,400 in delivering permitting and monitoring services. They have also served as a Non-Executive Director at Homes England and have extensive experience in various positions within government departments, including Director of Housing at the Department for Levelling Up, Housing and Communities and Head of Transport Spending at HM Treasury. Emma earned a BA in English and History of Art from UCL and an MSc in Public Policy and Administration from Birkbeck, U. of London, and is currently pursuing studies at the Saïd Business School, University of Oxford. Previously, they held roles at the UK Department of Health and various departments focused on communities, energy, and housing.
