Legislative Affairs Advisor

Terry Richards, MPS, serves as a Legislative Affairs Advisor at the Cybersecurity and Infrastructure Security Agency since September 2014, providing guidance on chemical security, emergency communication, and risk management. Notably, Terry played a significant role in the development and passage of the Protecting and Securing Chemical Facilities from Terrorist Attacks Act. Previously, Terry was the youngest elected President of the National Democratic Club from March 2016 to April 2018, where negotiations on a collective bargaining agreement resulted in substantial cost savings. Terry also held positions as Senior Advisor for Legislative & Intergovernmental Affairs at the Minority Business Development Agency and worked as a Legislative Assistant and Policy Director in the U.S. House of Representatives, managing various portfolios and drafting key legislation. Academic credentials include a Master’s Degree in Political Management from The George Washington University and a Bachelor’s Degree in Political Science from Xavier University of Louisiana.
