If the decision is upstream, governance should be too.

Civika AI is a Scotland-based, women-led company building Informed Decision Infrastructure™ (IDI™), a proprietary governance framework that embeds oversight before, during, and after high-stakes decisions in AI-enabled programmes and strategic initiatives.

Most governance frameworks arrive after the fact. They audit what went wrong. IDI™ works differently. It captures named human reasoning at the moment of decision, creating a structured, retrievable record of what was known, what was acted on, and why. Not for the board minutes. For the inquiry that may come years later.

Our framework is built on a principle we call Upstream Governance™. Governance belongs at the point where decisions are still reversible, not at the point where consequences are already compounding.

IDI™ is not a bolt-on tool or a compliance checklist. It is an end-to-end decision governance architecture, from readiness assessment through to ongoing leadership visibility, anchored by our 4S Lighthouse™ (Safety, Security, Stewardship, Sustainability) and supported by the 4S Productivity Stack™ (Simulation, Synthesisation, Summarisation, Sentiment).

We work with Scottish and UK public sector bodies, housing associations, regulated financial services, and third sector organisations where trust, accountability, and audit integrity are non-negotiable.

Our two founding working papers are published open access on Zenodo, establishing the academic and methodological foundation for IDI™.
Civika AI was incorporated in June 2025. Our IP portfolio is protected under UK intellectual property law. We are proudly Scotland-based and globally focused.

Governance without empathy is just bureaucracy.
