Joseph Lowther is the President of J.E. Austin Associates and has been actively involved in various leadership roles, including President at Cardno Emerging Markets USA and Technical Director at Cardno Emerging Markets USA Ltd. They currently serve as the Chairman of the Board of Zoning Appeals for the Town of Vienna, VA, and have previously held the position of Chief of Party on multiple international projects.
