Dave Gardner

SVP, Federal Programs at Coffman Engineers

Dave is the senior vice president of federal programs and is responsible for leading the companywide initiative to further expand into the federal market. Dave’s focus is to assist the company in providing successful experiences to federal clients, identify resources, and share knowledge and lessons learned to improve the quality of the partnerships.

Coffman’s federal client focus includes the Department of Defense (DoD), and non-DoD federal agencies including Homeland Security, Interior Department, State Department, Transportation Department, General Services Administration (GSA), and Veterans Affairs.

Dave is a registered professional engineer and has experience in civil and structural design, project management, field supervision and inspection, contract administration, quality control, and contract and claims management. Dave has participated in design and has been the project manager on many military indefinite delivery/indefinite quantity (IDIQ) contracts, and he has completed hundreds of task orders from small projects to complex multimillion dollar contracts. Dave’s contract experience includes: managing IDIQ and IDC (O&M) contracts; design-bid-build and design-build projects; participation in programming, design charrettes, 1391 documentation, detailed design, value engineering; and design/build RFP preparation, proposal evaluation, source selection, and government representative for design and construction reviews.
