Kate O'Connor Harper

Kate O'Connor Harper has a diverse background in legislative affairs and public policy, with experience spanning multiple organizations. Beginning as a Marketing Intern at Zipcar in 2012, Kate transitioned to varied roles including Legislative Intern at Legislative Consultants in Alaska, Summer Intern at PNC Mortgage, and Summer Intern at Wisconsin Hospital Association, where research and analysis on legislative and policy issues were emphasized. Significant positions include Staff Assistant to Senator Mark Kirk and Legislative Correspondent and Assistant to Senator Dan Sullivan, where Kate focused on telecommunications and education policy. From 2018 to 2019, Kate served as Deputy Director of Congressional and Intergovernmental Affairs at the National Telecommunications and Information Administration before becoming Chief of Staff. Most recently, Kate holds the role of Executive Director, Legislative Affairs at Comcast, having previously served as Chief Counsel for the Communications and Technology Subcommittee of the House Energy and Commerce Committee. Kate holds a Bachelor of Arts in Public Policy from The University of Chicago.
