Sam Thornton

Principal Economist

Sam Thornton is a Senior Economist at the Commerce Commission since April 2021, specializing in economic regulation. Previously, Sam served as a Senior Research Economist at the Productivity Commission, focusing on national water reform, Indigenous disadvantage, and airport economic regulation. Prior experience includes roles as a Research Economist at the University of Melbourne and customer insight, pricing, and performance analysis at Contact Energy Ltd. Additionally, Sam worked at the Ministry of Business Innovation & Employment as a Senior Energy Analyst, contributing to New Zealand's energy outlook and modelling efforts. Educational qualifications include a Master of Economics from the University of Melbourne, ongoing studies in economics and commerce at Victoria University of Wellington, and a summer school program at The London School of Economics. Sam holds a Postgraduate Diploma in Energy Studies and a Bachelor of Science with a major in Energy Studies from the University of Otago.
