Kathy Custer is an experienced leader in quality enhancement and systems development, currently serving as the Interim CEO and Director of Quality Enhancement. They developed multiple assessment tools to evaluate service delivery in both child welfare and adult developmental services, as well as implemented training programs to enhance service quality. Previously, Custer held various roles, including Program Coordinator at The Arc of East Middlesex and Deputy Regional Administrator for the State of Tennessee's Department of Children's Services, where they coordinated quality assurance programs and addressed community concerns. They earned a Bachelor of Science in Philosophy from Middle Tennessee State University.
