Community Development Services was established as a national Civil Society Organisation (CSO) under the Companies Ordinance on the 25th of January 1978 and was recognised as a Government Approved Charity in December 1978 (vide gazette No.15 of 15 December 1978). The organisation’s founder the late Dennis Hapugalle before establishing CDS was the first Executive Director of the Family Planning Association of Sri Lanka. Guided by the belief that true development can only be achieved if the smallest unit – the family – is empowered and organised, he established CDS with the resonant ethos “For a Better Life.” It is in this backdrop that we are driven to uplift the underserved, marginalised, and vulnerable communities we serve.
