Carmen Chen is a highly experienced transportation and urban planning professional with a strong background in program management and planning roles. Currently serving as a Senior TDM Program Manager at Commute.org since November 2021, Carmen previously held positions such as TDM Program Manager and Senior Associate at Nelson\Nygaard Consulting Associates from November 2015 to October 2021. Prior experience includes roles as a Planning Intern at EMBARQ TURKIYE, Transportation Planner at Parsons Brinckerhoff, and various internships in reputable organizations such as Transportation Management & Design, UC San Diego Transportation Services, and San Francisco International Airport. We are San Mateo County’s Transportation Demand Management Agency. Our mission is to reduce the number of single-occupancy vehicles traveling in San Mateo County, reducing vehicle emissions resulting in improved air quality. Commute.org is a joint powers agency and is funded by the City/County Association of Governments of San Mateo County, the San Mateo County Transportation Authority, the Bay Area Air Quality Management District and the Metropolitan Transportation Commission. Commute.org is dedicated to addressing the challenges involved in getting to and from work in San Mateo County. Our goal is to help people find ways to get to work that are faster, cheaper, and/or easier through commuter information, employer programs, and city transportation demand management partnerships. A major strength of the agency is its ability to deal with transportation issues through its extensive network of allies. Creating partnerships provides the power to relieve traffic congestion in San Mateo County.
