Joe Kelly has extensive experience in the utilities and telecommunications sectors, holding various management and technical positions. At Orange and Rockland Utilities, Inc., Joe served as Manager of Transmission and Distribution Maintenance, Sr. System Analyst, Manager of the Construction Management Group, Supervisor of Overhead Electrical Distribution, and Section Manager of Electric Operations from December 2016 to June 2020. Prior to that, Joe worked at Skanska as a Construction Foreman and at AT&T as Group Manager of Network Operations from January 1997 to January 2006. Additionally, Joe served as a Satellite Communications System Specialist in the United States Air Force from December 1992 to December 1996 and held the role of Technical Supervisor at Frontier Communications from October 2007 to May 2009. Currently, Joe is employed at Con Edison as Section Manager of Emergency Preparedness since April 2025. Joe holds an education degree from Manhattan College, attended from 2011 to 2013.
