Phillip Mooring has extensive experience in mental health and substance abuse services, having served as Program Coordinator for Adult Mental Health and Substance Abuse Services at Wilson-Greene Mental Health, Developmental Disabilities, and Substance Abuse Services from July 1976 to December 1990. Following this role, Phillip was the Director/CEO at Walter B Jones Alcohol and Drug Abuse Treatment Center from January 1990 to June 2001. Phillip then held the position of Executive Director at Families in Action, Inc. from March 2001 until December 2018, before becoming a Substance Use Prevention Consultant as a self-employed professional in January 2019. Phillip holds a Master of Arts in Rehabilitation Science from East Carolina University, an Associate of Arts in General Studies from Emmanuel College, and a Bachelor of Arts in Sociology from Atlantic Christian College (now Barton College).
