Todd Harbour

Todd Harbour serves as the Managing Member and CEO of Grist Mill Exchange since January 2020, facilitating connections between government agencies and commercial data providers to streamline data procurement. As a Managing Partner at Core4ce LLC since January 2018, Todd advises the Board of Directors and promotes organizational changes aligned with the mission. Previously, Todd held the position of Chief Data Officer for New York State from November 2016 to January 2018, leading efforts in data governance and analytics initiatives. Todd's extensive career with the US Federal Government spanned from March 1983 to October 2016 in various senior capacities. Educational qualifications include multiple Master’s degrees from institutions such as Rutgers University, National Defense University, and the University of Management and Technology, alongside dual Bachelor’s degrees from the University of Maryland in Information Systems and Political Science.
