Steven Gray

Steven Gray is an experienced civil engineer and market director currently serving as Vice President at COWI since August 2025. Prior to this role, Steven directed waterfront engineering at Crowley from July 2023 to August 2025, leading the landside development for facilities and terminals. As the National Marine Civil Leader at WSP in the U.S. from June 2022 to July 2023, Steven oversaw key marine civil projects. Steven's extensive career began at Moffatt & Nichol, where contributions were made as the PNW Maritime Civil and Planning Lead from April 2001 to May 2022, and included earlier experience as a civil engineer at DLR Group from 1997 to 2001. Steven holds a Bachelor of Science in Civil Engineering from the University of Washington, earned between 1991 and 1995.
