Ronald Payne

Ronald Payne is a semi-retired government contracts attorney and consultant with over forty years of experience in government and commercial contracting, both domestically and internationally. They have served in various roles, including Vice President of Administration and General Counsel at Engineered Systems & Development Corporation and as Division Counsel at Applied Technology Division of Litton Industries. With a strong background in negotiating and administering contracts across numerous sectors, including defense and technology, Ronald has worked with major DOD weapon systems and commercial products. They hold multiple advanced degrees in law and business, including an LLM in Government Procurement Law and an LLM in Taxation from The George Washington University and the University of Miami, respectively. Currently, Ronald is focused on short-term projects and assignments in their semi-retirement.
