Howard Watson

Howard Watson is an E-2D Senior Program Analyst at CSCI, currently supporting the Navy E-2D Hawkeye program. Previously, Watson served as Deputy Branch Head for Electronic and Cyber Warfare Strategy and Policy at OPNAV N2/N6F3 from 2008 to 2012, where they directed personnel and developed strategies for electronic warfare. Watson also held the role of Vice Chairman of the Executive Committee at the National Spectrum Consortium from 2017 to 2019, fostering collaboration between industry members and the U.S. Government. Their extensive background includes serving as a Commander and E-2C Pilot in the U.S. Navy from 1987 to 2012 and as a Senior Spectrum Analyst at SENTEL Corporation until 2024. Watson holds a BA in History from Virginia Polytechnic Institute and State University and an MA in National Security and Strategic Studies from the Naval War College.
