Richard Burns

Richard Burns is a Consulting Civil Engineer with extensive experience spanning multiple decades. They began their career as a Construction Foreman at G.G. Building & Design from 1985 to 1988 and have since held various roles, including Project Engineer and Project Manager at companies such as Tetra Tech and Hunsaker & Associates Irvine, Inc. From 1994, Richard has operated RMB Consulting, their own civil engineering firm. In addition to their consulting work, they served as a Civil Engineer Corps Officer in the U.S. Navy Reserve from 1995 to 2005 and continue to contribute to the field as an Engineer III at CWE since 2024. Richard earned a Bachelor of Science in Civil Engineering from California State University, Fullerton, in 1990.
