Joseph Smith

Joseph Smith is an advisor at DataOceans. Joseph previously worked as Senior Vice President and CIO at Arkansas Blue Cross Blue Shield from January 1993 to June 2014. In this role, they were accountable for the overall Enterprise Information Technology direction to support both the internal integrated Enterprise Private Business product portfolio, and the external health care partnership integrated delivery system. Joseph was also responsible for ABCBS's systems architecture and integration with all BCBS Plans System-wide.

During their time at ABCBS, Mr. Smith engaged in the deployment of hundreds of EHR’s to Physicians across Arkansas, and was instrumental in launching Strategic "Shareware" strategies among BCBS Plans and organizations beyond. Among the Shareware endeavors, they founded four major User Groups for shared systems investments, and a statewide administrative and clinical Health Information Network with two hospital systems (AHIN). Likewise, they are the Founder, Chairman and President of Shareware LLC, a shared capabilities company currently owned by 10 BCBS Plans.

On four occasions, Mr. Smith was selected to represent all the BCBS System of Plans, in formal testimony or presentation of BCBS strategic results on enacted legislation, to Committees of Congress.

Mr. Smith is also the Founder of a new Shared Health Plan Systems LLC, which is directed at establishing the very first vendor supplied multi-tenant Health Plan Operations platform capability in America, built upon the DST AMISYS Advance Platform. This LLC organization will enable Multiple Health Plans to administer all of their respective health products on a single shared operations platform; which will deliver millions of dollars of administrative expense savings to

Joseph Smith has a Master of Business Administration (MBA) from Loyola University of Chicago and a Bachelor of Science (B.S.) from Illinois Institute of Technology. Joseph also has certification from the American Arbitration Association in A "Neutral" of American Arbitration Association.
