Joseph Smith is an advisor at DataOceans. Joseph previously worked as Senior Vice President and CIO at Arkansas Blue Cross Blue Shield from January 1993 to June 2014. On four occasions, Mr. Smith was selected to represent all the BCBS System of Plans, in formal testimony or presentation of BCBS strategic results on enacted legislation, to Committees of Congress.
Mr. Smith is also the Founder of a new Shared Health Plan Systems LLC, which is directed at establishing the very first vendor supplied multi-tenant Health Plan Operations platform capability in America, built upon the DST AMISYS Advance Platform. This LLC organization will enable Multiple Health Plans to administer all of their respective health products on a single shared operations platform; which will deliver millions of dollars of administrative expense savings to
Joseph Smith has a Master of Business Administration (MBA) from Loyola University of Chicago and a Bachelor of Science (B.S.) from Illinois Institute of Technology. Joseph also has certification from the American Arbitration Association in A "Neutral" of American Arbitration Association.
