Ray Lee has a diverse work experience spanning over two decades. Ray began their career as a Consultant at Winmill Software in 1998 and worked there until 2000. Following this, they joined Old Mutual Financial Network as an IT Manager in 2000 and served in that role until 2010. In 2010, they transitioned to DCCA as a Program Manager for the Fee For Service Data Collection System (FFSDCS) and held this position until 2017. From 2015 to 2017, they also served as a Systems Security Officer for the Single Testing Contract (STC) at DCCA. In 2017, they became the Program Director for Health IT and also served as Program Manager for the Medicaid Drug Program (MDP). In 2018, they took on an additional role as Program Manager for Medicaid and CHIP Financial (MACFin).

Ray Lee completed a Bachelor of Arts degree in Neuroscience from The Johns Hopkins University between 1994 and 1998. Later, from 2002 to 2005, they pursued a Master of Science in Information Security (MS/ITS) at The Johns Hopkins University - Carey Business School. In terms of certifications, they obtained the Certified Data Management Professional (CDMP) certification from the Data Management Association (DAMA) in January 2021. Other certifications include PMI Agile Certified Practitioner (PMI-ACP), DevOps Foundation Certification from the DevOps Institute, DevSecOps Foundation Certification from the DevOps Institute, Certified ScrumMaster (CSM) from Scrum Alliance, Certified Ethical Hacker (CEH) from EC-Council, Certified Secure Software Lifecycle Professional (CSSLP) from ISC2, Certified Network Defense Architect (CNDA) from EC-Council, Project Management Professional (PMP) from PMI, Certified Information Systems Security Professional (CISSP) from ISC2, and Certified Information Security Manager (CISM) from ISACA.
