Mr. Baskin holds an MBA in Finance from the University of Colorado at Colorado Springs and a BS in Chemical Engineering from Texas A&M University. Mr. Baskin leads Decypher’s Worldwide programs, supporting clients in the federal markets. He brings a strong client-focused technical and business development background, with over 30 years of successful organizational and program management. Before joining Decypher, Mr. Baskin was an Operations Director for NCI Information Systems, where he led the development and implementation of standardized and proactive programs. He also implemented project management and business processes, as well as initiated a Quality Management System for three business divisions. Mr. Baskin served with distinction in the US Air Force for 22 years commanding and directing space operations and training organizations. He has been published in the Air and Space Power Journal on transforming the military learning environment and his paper, “Learning as a Weapon System” was selected as one of the top six papers at the Interservice/Industry Training Simulation and Education Conference (I/ITSEC).
