David Hallam

Director, Floods And Water

David Hallam is an accomplished leader in the field of international development and environmental management. Currently serving as Director of Floods and Water and Director of EU and International Trade at the Department for Environment, Food and Rural Affairs since April 2019, David oversees negotiations and strategies regarding UK border issues as the country navigates its status as an independent trading nation. Prior to this role, David held various significant positions at the Department for International Development, including Director Middle East, where leadership focused on regional development, and Director of International Relations, leading UK negotiations on post-2015 development goals. David's experience extends to the Cabinet Office as Deputy Director for post-2015 development and includes early roles at DFID and No.10 Downing Street, complemented by a PhD and Bachelor's degree in Environmental Science from the University of East Anglia.
