Phil Killingley currently holds the position of Head of Flood Infrastructure and Funding Policy at the Department for Environment, Food and Rural Affairs, a role undertaken since April 2022. Prior to this, Phil served in various capacities at the Department for Transport (DfT) from July 2008 to April 2022, including Deputy Head of the Office for Low Emission Vehicles, where responsibilities included promoting the uptake of ultra-low emission vehicles and managing relevant public communications campaigns. Additional experience includes roles as Branch Head for Local Transport Strategy and Funding, and Policy Advisor in both the Independent Review of Civil Aviation Authority and Highways Agency, alongside earlier roles as a Policy Advisor focusing on Airports Economic and Consumer Policy and Environmental Policy at the Department for Transport.
