Richard Pullen

Head of Environmental Governance, UK Government (Defra)

Richard Pullen is the Head of Environmental Governance Division at the UK Government's Department for Environment, Food and Rural Affairs (Defra), a position held since February 2023. With over 20 years of experience in the Senior Civil Service, Richard has led numerous divisions focused on biodiversity, waste policy, and fisheries management. They have played a significant role in the development and implementation of pivotal environmental policies, including the UK's 25 Year Environment Plan and the Environment Act 2021. Richard holds a degree in Geography with Economics from the University of Exeter, completed in 1981.
