Roger Clarke

Deputy Director, Winter Response Unit

Roger Clarke serves as the Deputy Director of the Winter Response Unit at the Department for Environment, Food and Rural Affairs since November 2020. Additionally, Roger is a Reserve Officer Cadet in the British Army since June 2022. Previously, Roger held the position of Head of the Policy Coordination Unit at the Department of Health and Social Care for a brief period in 2020 and was an Assistant Director at the Cabinet Office, leading international civil preparedness efforts. Experience also includes roles as Baltic Resilience Advisor at the Foreign and Commonwealth Office, Consultant at SenateSHJ and Value Partners, and a Policy Analyst at the Ministry of Education of New Zealand. Noteworthy earlier roles include significant contributions to crisis management and response at the Cabinet Office. Roger Clarke holds an MA in Global Diplomacy from SOAS University of London and a Geography degree from the University of Cambridge.
