Tom Mouland

Head of Resources and Waste Economics

Tom Mouland is an experienced economist currently serving as the Head of Resources and Waste Economics at the Department for Environment, Food and Rural Affairs since 2023. Previously, they held various roles including Economic Adviser at the Department for Communities and Local Government from 2012 to 2017, and in the Department for Work and Pensions from 2017 to 2019, where they focused on PIP policy analysis. Tom began their career as an Audit Executive at PricewaterhouseCoopers from 2005 to 2008 and has played a key role as an analytical lead in matters related to the Pensions Schemes Act 2021. They hold a First Class BScEcon in Economics from Cardiff University, obtained in 2005.
