Colin Soutar

Dr. Colin Soutar is a Managing Director within Deloitte's Cyber practice, leading the U.S. Government and Public Services Cyber Ecosystems & Alliances and holding the global role for quantum cyber readiness. After completing a Ph.D. in Physics, Colin conducted post-doctoral research at NASA's Johnson Space Center, where they developed novel pattern recognition techniques. They later served as Chief Technology Officer at Bioscrypt Inc., shaping the biometric technologies market for nearly a decade. Colin has authored numerous papers and patents and plays a vital role in developing cybersecurity strategies for commercial and federal clients, including contributions to the NIST Cybersecurity Framework.
