Howard Byrd

Howard Byrd is the Managing Director of Deloitte's Government and Public Services contracts team and serves as the Chief Procurement Officer. With over 25 years of experience in Federal Acquisition, including roles as Director of Office of Contracts Policy in the United States Air Force and Contracting Officer, they have developed expertise in operational and major systems acquisition along with policy development. Howard leads a team responsible for managing Deloitte’s GSA and other government-wide contracts while ensuring compliance across purchasing and government property systems. They earned a Master’s of Science in Strategic Purchasing from the Air Force Institute of Technology and a Bachelor of Arts in Business and Economics from Virginia Military Institute.
