DEUSS (Decentralised EU Securities Service) is a pan-European initiative building a public, neutral, and fully regulated DLT-based fi nancial infrastructure for SME capital markets.

SME financing is where fragmentation in Europe’s capital markets is most visible, and where common infrastructure matters most. Europe does not lack capital. What it lacks is cross-border market infrastructure that allows capital to connect investors to small and medium-sized companies.

DEUSS addresses this gap by building a public fi nancial highway — open, interoperable, and AI-ready — enabling market participants to operate within a compliant and regulated environment. It aims to connect both traditional and challenger fi nancial institutions, investors and SMEs to off er an effi cient solution for real economy fi nancing through DLT. This shared infrastructure supports Europe’s economic sovereignty and competitiveness by providing scalable, interoperable foundations for integrated capital markets.
