Developing Concept Consulting advises governments, investors, and developers navigating the legal and institutional complexity of developing markets.
Our work sits at the intersection of three disciplines: special economic zones and special jurisdictions, governance and institutional architecture, and international arbitration and dispute resolution. We operate across Latin America, Africa, and beyond.
What separates this practice from conventional consulting is direct practitioner experience. Our founder was one of three architects of Honduras's ZEDE framework — one of the most ambitious special jurisdiction experiments in the Western Hemisphere. He served as Superintendent of Honduras's PPP regime, held the CAMP Secretariat, and has spent decades designing the regulatory and institutional structures that make complex projects legally viable.
We do not study these systems. We have built them.
Every engagement begins with a diagnostic. We assess what is legally possible, what requires reform, and what cannot be done — before any design work begins. That discipline is what keeps projects grounded in institutional reality rather than theoretical possibility.
Services include: SEZ feasibility and legislative design, legal and institutional diagnostics, governance architecture, PPP structuring, arbitration framework design, market entry advisory for private investors, and public sector negotiation support.
Based in Tegucigalpa, Honduras. Available internationally.
