Dragana Lukic

Dragana Lukic has more than 18 years of project management and institutional building experience in judicial reform, anticorruption initiatives, strategy drafting, public administration reform, and public finance under the EU, World Bank, USAID and other international projects in the Republic of Serbia. Ms. Lukic also has Government experience, as an Assistant Minister of Justice of the Republic of Serbia, where she managed the Sector for EU integration and international projects. She has been in charge for the visa liberalization process, and EU negotiations and integration. Ms. Lukic was also the Deputy Chief of Party (DCOP) on the USAID 5,5 year, 24$ mil. Judicial Reform and Government Accountability Project (JRGA Project), where she managed more than 100 staff and consultants, facilitated project relations with Serbian counterparts, participated in various Government and law drafting working groups, and coordinated all aspects of the key Project deliverables. She gained proven training development and implementation experience working subsequently with the Judicial Academy under the EU Project on training curricula standardization and upgrade. Ms. Lukic has been coordinating and participating in the drafting, adoption and implementation processes of two National Judicial Reform Strategies (2006-2012 NJRS, 2013-2018 NJRS), and the development of the National Anticorruption Strategy from 2013-2018 within the JRGA Project. Ms. Lukic has held managerial positions and provided consultancy services to various International Organizations and Serbian Government Ministries on program budgeting, capacity building, grants management and public procurement, EU pre-accession negotiations, justice efficiency, training and capacity building of judges and civil servants, public finance reform, harmonization with EU standards and CoE recommendations, anticorruption policies, institution building, policy and strategy planning and development. She is easily adaptable and has international expertise and experience in court administration reform and budgeting in Moldova, EU benchmarks in Montenegro and other regional countries.
