David Chow

David Chow is a Principal and Global Transportation Sector Leader at DLR Group, where they are responsible for developing business strategy and growth plans while fostering partnerships with government agencies and design firms. With over 30 years of experience in the planning, engineering, architecture, and design of smart cities, David has held senior roles at several prominent organizations, including CALSTART, where they served as Vice President and Chief Operations Officer. They were instrumental in expanding teams and operations at IBI Group, notably growing the Southern California transportation planning and engineering group from five to over 40 professionals. A licensed Civil Engineer and Certified Planner, David’s projects include the City of Los Angeles Civic Center Master Plan and initiatives to enhance sustainable design practices. They continue to focus on addressing the evolving challenges in urban environments and the future of transportation.
