Shelly OBrien

Shelly O'Brien is a global executive in capital project management, currently serving as Project Controls Manager at Dow where they oversee the FEL-1 project development program. Previously, they held leadership roles at Phillips 66, where they contributed to multi-million dollar projects, and served as a consultant at O'Brien Consulting. With extensive experience in energy and capital construction projects, O'Brien is noted for their strategic approach to capital allocation and risk mitigation across complex projects. They earned a degree in Business from Texas A&M University, where they continue their education.
