David Castillo has had a diverse and extensive work experience. David began their career as an F-15E Weapon Systems Officer in the US Air Force in 1989 and served in this role until 1996. During this time, they gained valuable experience in flight operations and directed daily flight operations programs.
After leaving the Air Force, David joined Headquarters, Pacific Air Forces (PACAF) as the Chief of the Advanced Weapons Section in the Operational Requirements Division. In this role, they developed requirements and proposed capital expenditures for F-15E aircraft modifications, avionics, and support equipment. David also analyzed operational requirements and developed budget funding recommendations.
David then worked as a Senior Operations Manager and Assistant Director of Operations at the 494th Fighter Squadron. David managed daily flight operations programs, directed contingency deployments, and led 180-person flight operations teams. David also oversaw projects with a budget of $20 million and achieved high mission effectiveness rates.
At the 48th Operations Support Squadron, David served as a Program Manager and Weapons and Tactics Flight Commander. David led a team of officers and directed multiple programs and projects to enhance combat capabilities and training for fighter aircrew members.
David also worked at the 48th Fighter Wing as a Project Manager and Deputy Chief Wing Inspections. David led inspections to evaluate regulation compliance, mission performance, and combat readiness. David played a pivotal role in ensuring the highest standards for the wing's Nuclear Surety Program.
In their role at Headquarters Air Intelligence Agency, David served as a Program Manager and Chief of the Command Language Office. David managed a cryptologic linguist program, developed plans and policies for training and equipping intelligence linguists, and addressed critical mission shortfalls. David also supervised branches that oversaw intelligence force management and technology acquisitions.
David's experience also includes work at the National Security Agency/Central Security Service-Texas, where they served as a Program Manager and Director in the Customer Relations Directorate. David managed customer relations with various federal agencies and acted as the primary liaison for homeland security matters.
Most recently, David worked at Delaware Resource Group as a Courseware Developer and F-15E Subject Matter Expert. David developed flight training courseware, collaborated with stakeholders to meet instructional design standards, and managed the training phase for smart weapon simulators.

David Castillo earned a Bachelor of Science (B.S.) degree in Civil Engineering from Texas A&M University from 1979 to 1982. David then obtained a Master of Science in Aviation and Aerospace Management from Embry-Riddle Aeronautical University at an unknown time. David also attended Squadron Officer School, focusing on Leadership, and the USAF Air Command and Staff College, studying Senior Leadership. David further pursued their education at the USAF F-15E Fighter Weapon School, where they focused on Advanced Tactical Employment. Additionally, David Castillo obtained a Lean Six Sigma Green Belt Certificate from the University of South Carolina in August 2016 before acquiring a Project Management Professional (PMP) certification from the Project Management Institute (PMI) in August 2013.
