Jim Scott is a leading authority in Offshore Oil and Gas Facility Cost Estimating and Benchmarking, currently holding the position of Cost Estimating and Benchmarking at DRL Engineering LLC since August 2014. DRL is a project management and engineering company based in Houston, Texas with offices in Kuala Lumpur, Malaysia, and Moscow, Russia. We work closely with owners (as Owners Engineer) to perform Project Management and Execution of Energy Projects for Production, Midstream, Oil Refining, LNG, and Petrochemical Facilities. We specialize in Project Management, Front End Definition, Benchmarking, Engineering and Execution of Upstream, Oil Refining and Gas Facility Developments. Including commissioning and plant operations troubleshooting. DRL has executed over 100 projects and are currently active in several oil refinery projects - hydroskimming and APS splitters. Our refinery designs are based on licensed technology from SULZER for crude oil fractionation, gasoline reforming,hydrotreating, jet treatment and isomerization. We also have an alliance with VEPICA engineering who have a long history in refining with PDVSA, and provide competitive engineering design support to DRL for medium 100-150 kbd oil refineries and small 5 to 10 kbd modular units
