Carlton Chan is an accomplished civil engineer with extensive experience in water infrastructure management, currently serving as Manager of the Pipeline Infrastructure Division at East Bay Municipal Utility District since May 1999. Previously, Carlton held the position of Senior Civil Engineer, supervising the design of water treatment plants. Prior to this role, Carlton worked as an Engineer for the City of Oakland and as a Project Engineer at IT Corporation. Carlton earned a Bachelor of Science in Civil Engineering from the University of California, Berkeley, following graduation from Piedmont High School.
