Ellen Heile

Ellen Heile is a professional civil engineer with extensive experience in project management and field engineering. Currently serving as an Assistant Civil Engineer at EBMUD, Ellen is the Resident Engineer for the Orinda Water Treatment Plant Disinfection Improvements Project. Prior to this role, Ellen worked at Manson Construction Co. as a Project Engineer on significant projects including the Pier 6 Replacement at Naval Base San Diego, ensuring the successful delivery of contract obligations and managing substantial budgets and compliance with federal requirements. Ellen's background also includes roles as a Field Engineer for various projects, including the Pier 2 Replacement and Upgrade, where effective coordination and innovative planning led to successful concrete pours. In addition to hands-on engineering experience, Ellen was an NCAA Division I Rowing Champion and an advocate for environmental restoration through volunteer leadership. Ellen holds a Bachelor of Science in Civil Engineering from the University of California, Berkeley.
