Phil Leblanc

Phil LeBlanc is a seasoned professional in marine construction and the Blue Economy, currently serving as Business Development Director at ECOncrete® since February 2022, where innovative ecological solutions for marine construction are developed. Phil launched Blue Portfolio Strategies in August 2020, focusing on accelerating innovation in sustainable aquaculture and blue tech. Previously, as Program Manager for Aquaculture & Blue Tech at the Port of San Diego, Phil established a Blue Economy incubator. Phil co-founded EMSAT Corporation, specializing in clean tech software and monitoring applications, and has extensive research experience from roles at ArcticNet and Memorial University, focusing on climate change adaptations and applied research projects. Phil holds a Master of Science in Environmental Science from Université Laval.
