General Manager, Effectual Government Solutions at Effectual

Dan is General Manager Public Sector Services at effectual, a next-gen managed cloud and consultancy practice. He leads the organization's public sector business in providing services for the Federal, State, Local, and Education (Fed/SLED) markets.

Dan has over 25 years of management and technical leadership experience in secured information technology services, software strategy, software development, and complex software system implementations. A pioneer in the secured SaaS delivery model, he co‑founded New World Apps in 1999, a secure private and community cloud provider specializing in cloud solutions for federal, state, and local government entities.

His work with New World Apps helped them develop a high degree of respect within the U.S. intelligence community, bolstered by their experience and expertise in working with the Department of Defense, law enforcement, and a number of civilian federal agencies.

New World Apps was acquired by Layered Technologies in 2012, expanding their HIPAA‑ and PCI‑compliant hosting capabilities to include FISMA-compliant cloud solutions for the public sector. Layered Technologies was later acquired by Datapipe in 2014, which was then acquired by Rackspace in 2017. During his time at Rackspace, Dan led the security, operations, and service delivery teams for the Government Solutions division.

Dan has a strong history of building strategic partner relationships with SaaS providers and government information technology organizations, and he has also spent several years working with security officers in government organizations to certify and accredit their commercially hosted environments. Prior to co-founding New World Apps, he held various executive positions within IBM and the technology consulting firm Pittiglio, Rabin, Todd & McGrath (PRTM).

Dan holds a Bachelor of Science degree in Computer Science from the University of Wisconsin and an MBA from Harvard Business School.
