Jeffrey Francer

Jeffrey Francer is the Vice President and Head of Global Regulatory Policy and Strategy at Eli Lilly and Company, where they lead global regulatory policy and research teams to enhance access to medicines for patients. Previously, they served as Vice President and Senior Counsel at PhRMA, mitigating legal and regulatory issues for the biopharmaceutical industry, and held the position of Interim CEO at the Association for Accessible Medicines during the COVID-19 pandemic. Francer also practiced at Biogen Idec as Associate General Counsel and U.S. Compliance Officer, overseeing FDA compliance matters and managing corporate compliance programs. They have an extensive educational background, holding degrees from Brown University, Harvard University Kennedy School of Government, and the University of Virginia School of Law.
