Dunlap currently serves as the Vice President of Global Government Relations at Enviri, where they advocate for the company's business interests worldwide. Prior to this, they worked as the Principal at Dunlap Strategies, LLC, providing strategic management and risk assessment services.

Before entering the private sector, Dunlap David held various positions in government and non-profit organizations. Dunlap served as the Deputy Assistant Administrator at the US Environmental Protection Agency (EPA), managing the agency's research and development enterprise. Dunlap also worked as the Director of Policy and Regulatory Affairs at Koch Industries, where they provided leadership and support in water and wastewater management, chemical management, and more.

Dunlap David pursued a Bachelor's degree in Chemical Engineering from Virginia Tech between 1980 and 1984. Dunlap continued their education at the same institution from 1988 to 1992, focusing on Environmental Engineering in pursuit of a Master's degree.
