Tom Hall

Dr. Tom Hall is a Senior Managing Engineer at EOA, Inc., specializing in environmental engineering with a focus on water quality, recycled and purified water, and NPDES permitting projects. With over 40 years of experience, they have managed municipal wastewater treatment plant NPDES permit reissuance and compliance projects for clients in the San Francisco Bay area. Dr. Hall is recognized as a leader in reverse osmosis concentrate management, participating in complex nutrient strategy development and regulatory issues. They have held various engineering positions, including a role with the SF Bay Regional Water Board and as an Assistant Civil Engineer at EBMUD, and have completed extensive academic training with degrees from the University of Vermont, University of Florida, and University of California, Berkeley.
